Yes, it is. There used to be a ton more small YouTubers as partners wanting to grow their channels and collaborate which were lost after the 4k1k rules came in place.

That's just a big Challenge for every small youtubers, but if he/she wanted to have it... He/she will never stop.

But sadly its not active that much.
