so I re-downloaded steam and I am definitely going play games again but...there is a but... I can not retrieve my account. Why is this happening!

Can you show/post a screenshot if Steam shows any error message? It may be your network/internet connection with an issue.

nxt time you should contact steam support first, its fine to tell your issues here, hell posting this lil misadventure here might help others avoid the same issue but try to first contact steam. they can help you way more then any of us
